Comprehensive Guide to Pharmacies (Ljekarna) in Croatia: Types, Services, and Access

If you are navigating the healthcare system in Croatia, understanding how the local pharmacy network (ljekarna) operates is essential. Whether you are a local, an expat, or a tourist, Croatian pharmacies offer high-quality medical support beyond just dispensing pills.

1. Primary Healthcare Pharmacies

In the Croatian primary healthcare system, you will encounter two main legal forms of pharmacies. For the patient, the service is identical, and both usually accept state health insurance (HZZO).

State-Owned Pharmacies (Državna ljekarna)

These are often referred to as “County Pharmacies” (Istarske ljekarne). They operate as independent public institutions or within larger medical centers (Dom Zdravlja).

  • Key Feature: They are mandated to provide a broad supply of essential medicines and often handle the production of magistral formulas (custom-made medications).

Private Pharmacies (Privatna ljekarna)

Private pharmacies are owned by licensed Masters of Pharmacy (Magistar farmacije) who have passed the state exam and obtained a permit from the Ministry of Health.

  • Most private pharmacies in Croatia have a contract with the HZZO (Croatian Health Insurance Fund). This means you can pick up your “e-Recept” (electronic prescription) here just as easily as in a state-owned one.

2. Specialized Pharmacy Types

Hospital Pharmacies (Bolnička ljekarna)

Located within clinical hospital centers, these pharmacies are not for the general public’s daily needs. They focus on:

  • In-patient medication supply.
  • Specialized clinical drugs (e.g., oncology or rare diseases) that are not stocked in local street pharmacies.

Veterinary Pharmacies (Veterinarska ljekarna)

These facilities are dedicated strictly to animal health. They stock specialized veterinary medicines, supplements, and medicated feed that are not permitted for sale in human pharmacies.

Herbal Pharmacies (Biljna ljekarna)

It is important to distinguish these from medical pharmacies. A biljna ljekarna focuses on herbal remedies, teas, and food supplements. Note: They cannot dispense prescription medications or most “over-the-counter” (OTC) pharmaceutical drugs.

3. Emergency and Night Services (Dežurne ljekarne)

Croatia operates a 24/7 pharmacy rotation system. In every major city (like Pula , Zagreb, Split, Rijeka, or Osijek), at least one pharmacy is open through the night, on Sundays, and during public holidays.

  • How to find them: Look for a sign on the door of any closed pharmacy; they are legally required to post the address of the nearest 24/7 “dežurna” pharmacy. Also to find a pharmacy that never closes, check the opening hours in the pharmacy view within the Croatia-Med.com search results to see if they are listed as 24/7.

4. Insurance and Costs: What You Need to Know

HZZO and EU/EEA Citizens

If you have Croatian state health insurance (Obvezno osiguranje), most prescriptions are covered, though a small “participation fee” (participacija) may apply unless you have supplemental insurance (Dopunsko osiguranje).

  • EU/EEA Citizens: You can use your EHIC (European Health Insurance Card) for urgent prescriptions.
  • Third-Country Citizens: Must generally register with HZZO upon obtaining residency to access the e-prescription system.

5. The Role of the Pharmacist in Croatia

Pharmacists in Croatia are highly trained medical professionals. They are often the most accessible healthcare resource. You can consult them for:

  • Minor ailment advice (colds, skin irritations).
  • Guidance on drug interactions.
  • Instructions on how to use medical devices.
